Overview

Many research institutions need to create deliverables from time to time that will contain everything that has been done so far up to a point. Since version 1.2.0, OpenCGA added the field release to most of the data models (#616). Every time a user creates a new project, the project will be built with a new release counter field that will be set to 1 the first time. From that moment on, every time the user creates  new entries (studies, files, samples) within the project, these entries will be tagged with a release number that will match the current value of the release counter of the project where they are contained. 

A new RESTful webservice has been added to increase the release counter of a project, but the only user allowed to increment it is the owner of the project.
